I bet the average age of the population in those cities plays into the answer. Women outlive men and in those cities with older populations I bet alot of the "single" women are widows.

The dot in Minnesota is Bemidji, hotbed of curling, ice hockey and heavy drinking.

Unfortunately, while the map shows the greatest concentrations of single women it doesn't indicate whether they are friendly or not. Some areas have plenty of single women but the prevailing attitude is so frosty that it won't do you any good. While the chart Sean posted purports to address that, IMO it was done in broad brush strokes by someone with very, um..., limited experience.
