If they just mandated turbos and banned airboxes they wouldn't have to get all bothered about cleaning up the air over the rear wing.

All these aero twisty bits are way out of hand.

Somebody topped Mclarens Xwing.

At least I can see some aerodynamic usefulness to that fin in straightening the airflow after the intake scoop and before the rear wing. If it was just outright ugly I could see the FIA banning it for aesthetic reasons just like this nonsense on the nose of Jos "The Boss" Verchrashen's Arrows in 2001:

BTW, if Red Bull gets a decent result in the first race of the season everybody will have one two weeks later. Just like that little fin the Reynard champ car sprouted behind the wastegate for a time.
