Keeps you out of the way of first turn accidents. Can change setup or tyres. Other than that it ruins your race....

The downside is starting dead last by 10 or more seconds.

The upside is your car was broken and now it ain't.

So it is used if the team needs to change something on the car after qualifying? I assume they would not otherwise be allowed to do so.

I assumed it allowed you to change your fuel load, but I can't find any rule to that effect.
