If you don't come home from an auto race a lovely shade of lobster orange, you haven't really experienced it. Average Austin high and low temperatures are 91 and 72 in June, piece of cake.

Done that plenty of times, it's getting old. The dewpoint is high in Austin too, I'm not spending a thousand dollars to stand around for three days with my balls stuck to my legs. That's one of the best things about ice racing, you don't have that problem :D

Tavo Hellmund is not a name which many people were familiar with prior to him being revealed as the US GP promoter. However, one person knew him very, very well and he is the man who matters.

Ecclestone says with a rare smile that he has known Hellmund "since before he was born." It is almost not an exaggeration since his father, Gustavo Hellmund-Rosas, was president of Mexico's Grand Prix organising committee when the race was held in the late 1980s.

Hellmund junior was inducted into the world of motorsport at an early age when he became a gopher at Ecclestone's Brabham F1 team. "I did that so I had an inside track on how F1 worked and what Bernie was doing back then to grow it into what it is today," says Hellmund adding "I have known Bernie for almost 40 years." It didn't take long for this to pay off in his career.


This explains why they are paying so little, Bernie doesn't stick it to his friends.

Well, not at first, but after a few years.....

The state's $25m will cover the fee which Full Throttle pays to FOM in the first year but it will soon fall short. Written into F1 race hosting contracts is a clause which increases the amount paid by 10% annually. By the tenth year of its F1 contract it is expected that Full Throttle will be paying around $59m which would leave a shortfall of $34m after the Texas state has paid its contribution.

City of Austin OKs millions to improve proposed F1 site
AUSTIN BUSINESS JOURNAL - BY Jacob Dirr STAFF WRITER

City Council passed a resolution this morning that will free up millions of public money to fund the water lines at the Wandering Creek site proposed to house a Formula One track and mixed-use development. The move follows an April resolution, also passed with no debate, that said the city will pay the $5.8 million needed to fund sewers at the site.

The agreements are for the 1,800-home Wandering Creek residential development, which was to consume about 648 acres south and west of Elroy Road and east of McAngus Road outside the full-purpose city limits. Council approved it when it for housing, not a racetrack. The $40 million housing project southeast of Austin-Bergstrom International Airport was repeatedly stalled by planning setbacks.

Last month, Formula One race organizers said the site, which is located in the Del Valle Independent School District, is the primary choice for a race track and master planned development to host a U.S. Grand Prix for the next decade.

The developer of the site is Wandering Creek Investments LP. The entity was formed in 2006, as Wandering Creek LLC, according to state records. The general partner listed is Robert Epstein, whose company, Prophet Capital Management, has been publicly announced as a Formula One investor.

Today’s vote will extend a 2008 agreement between the Austin Water Utility and Wandering Creek Investments LP that said the city will pay for a 36-inch and 24-inch water line, kicking in at least $3.9 million, and possibly more. Formula One was not included in today’s agenda backup, but Council Member Randi Shade said some council members knew the site was connected to the proposed race.

The Water Utility requested information from the company about Formula One, but no records have been provided, said Seyed Miri, a city employee listed as the contact for the agreement. The attorney representing Wandering Creek Investments said he does not have any information about Formula One. “We read about it in the papers,” said John Joseph, a lawyer at Coats Rose Yale Ryman & Lee PC. Joseph said he represents the business entity and had no information about its principals.

Race officials said a university-centric research park and commercial developments will be built around the race track. Officials said a cost estimate or plan to finance the surrounding development has not been completed. The surrounding area could be sold to developers or done as ground leases.

F1 investor Red McCombs, flanked by Austin F1 chief Tavo Hellmund, said during a press conference last month that the Elroy location is the primary choice, but other sites are still being considered. Last month, ESPN quoted Hellmund as saying the track was going northeast of Austin. The Elroy site is southeast of downtown within the city of Austin’s extra-territorial jurisdiction, which means Austin has limited control over the land unless it’s annexed.

Last month, Del Valle Independent School District President Richard Vasquez said he did not know the exact location. He said the school district is not offering economic incentives, but officials are excited about the potential windfall of property tax revenue and job creation.

Aside from quoting the cost of building the track, the documents contend that the project will require 1500 construction workers, and that 1200 people will be employed over the Grand Prix weekend. There will also be 40 full time employees at the venue.
Other activities expected to keep the track busy for up to 250 days a year include testing, alternative fuel research (as previously outlined here), driving schools, police training, music concerts and “high-end auctions.” There is also mention of NASCAR and drag racing events.

No doubt about it, having the right people involved is everything. When McCombs calls the person on the other end has to answer. Same goes for the heavyweight money man Epstein. Saying no to them carries a price. It's not a surprise the utilities and permits are being given thumbs up without any hesitation or dust being raised.

That's why I made the comment about F1 not coming back for a very long time if this doesn't work. The promoter has an in with Bernie, the backers are heavyweights, the state is coughing up $25 million/yr, the locals are ready to issue the permits. There is even talk about not letting Tilke fully pasteurize the track design..... which means that only Bernie could screw it up. ;)

The German firm designing the Formula One racetrack in Austin is about to open a local office and already has geologists testing the site in eastern Travis County.

"There is land, there is money, there is a Formula One contract. We are now ready to enter the final stage of the ambitious project," said Christian Epp, a Tilke GmbH executive in charge of the Austin project.

The track and related structures are destined for about 900 acres near Elroy and bordered by FM 812 and McAngus and Elroy roads, about a mile east of Texas 130.

Although the course layout is about 95 percent determined, Epp said questions remain about the type and design of auxiliary buildings.

A preliminary plan shown two months ago to city officials indicated that the project would include a welcome center as well as permanent and temporary grandstands for an event that could attract 100,000 or more fans.

"We have to figure how many buildings and access roads are needed, how in detail to manage the water supply, drainage and power," Epp said. "It's like planning and building a complete new city."

Epp said a Tilke delegation including architects, engineers, geologists and environmental experts will be in Austin for a few days starting Aug. 16 to work on a detailed plan for the track complex that could cost upward of $200 million.

Yeah, if Miller has demonstrated one thing it's that you can have a long track with plenty of interesting sections and not generate much fan interest. If you can't enjoy a GA ticket folks won't come back after the first event. Doesn't matter how great the facilities are for the teams if the paying customer is uncomfortable.

The problem at Miller is they don't own sufficient water rights to provide both plumbing and irrigation. They can't water any more than they do because the water is simply unavailable.

Austin TX should have more water shares available and it does rain there (at least far more than it does in Grantsville) and they do have something approximating soil there (as opposed to salty silt) so any trees planted might actually survive and grow.

I would be inclined to say the corruption is at the top, but I can't escape the conclusion that it is the people who are stupid, lazy and hedonistic. Their politicians are just a reflection of them.

I don't claim to know exactly whats going on in Texas and what their financials look like.

What I can say from experience working at a higher level financial position is while down "on the ground" this seems horrible to finance a race while firing teachers, these are the kind of hard decisions that need to be made to make sure the money is there to keep the government and schools running.

The government and school system doesn't run on hopes and dreams, and while teachers are great they don't make money to keep the lights on. Big events do. Putting a world class race track on open land and hosting the most popular motorsport in the world along with other race series there will do more for the local economy and the greater good than 1000 more teachers. After a few years businesses and the area will grow, tax revenues will be up, and teachers can be hired back and schools expanded.

Take a look at Long Beach for a good example, the GP turned the local economy around, the place was all industrial and a crappy area in the 70's until then.

I'm not saying with 100% certainty this is how it will work out, but thats the plan, and government officials need to look 5-10 years down the road when they make decisions like this, and unfortunately immediately the consequences suck.

I don't think it is accurate to equate this money to teachers being let go. The money is budgeted for economic development and would have been spent for something other than teachers. It does make a dramatic headline though.

That said, I wish the state of Texas was not doing this.

I've worked in environments where "economic impact" was part of our sales pitch. Long Beach was often cited as an example of this. Several other tracks and cities were NOT cited as examples far obvious reasons. If Bernie pulls the plug in a few years, they're going to be scrambling to hold an ALMS event that might draw 20k if they're lucky. That won't keep teachers employed.

If tracks were such good investments, Bernie would own all them.

the money is a reimbursement for fees related to hosting the event, not for track construction. so long as 1 race is held there, the tax impact will pay for itself. as far as the track, if it's in the red that's Tavo's and Red's money down the drain, not the people's.

teachers are paid w/ local property taxes, and if the state senator from houston has an issue with public funding for ed, perhaps he shouldn't have supported gov. coyote's ******** "revenue neutral" property tax cap + biz tax increase (cliff notes, significant percentage of budget gap is precisely because the property tax decrease was far greater than the "modeled" increases that were to offset it). but, no, that doesn't appeal to party line voters as well as "no more property taxes!" does. same way accessing the state's multi billion dollar rainy day fund doesn't play as well to party line voters despite the fact this state is run leaner than a toyota factory, and in the midst of the worst recession since the 30's, the "rainy day fund" might actually be appropriate to use... IF public funding for teachers was truly of value to the distinguished gentleman from Houston. He certainly had no issue taking the state's $25M for the Houston Super Bowl, the Houston MLB All-Star Game, the Houston NBA All-Star Game, the Houston NcAA Final Four, etc.

thank god for inflation and a central bank created commodity bubble to keep the state humming along well enough on mineral extraction.

A friend of mine is planning to set up a tour. She's the rarity of rarities--like me, an agent who is also a true blue race fan. Went to lots of CART/CCWS races, won't even read spindy.com, been to four F1 races. She's moving from her home of 30 years in about two weeks and plans to get things in motion for the group as soon as the dust settles in the new house. I'll post details if the boss doesn't boot me out for doing it.

As chance would have it, I was in Austin in January for a weekend. Gorgeous area. Would be worth staying an extra day just to look around.

If the haters don't stop the race, that is.

“With the understanding that the first Formula 1 United States Grand Prix race will be held in Texas in 2012,” it reads, “full funding of the entire sanction for 2012 will be paid to Formula One World Championship Limited (“FOWC”) no later than July 31st, 2011.”

It continues: “In subsequent years … we will be sending $25 million dollars to FOWC by the end of July 31st of each year preceding the actual race event.”

As I said earlier, most, if not all, of Bernie's race deals include a 10% per year increase in the sanction fee, and $25m is less than half what other races are paying.

But not this one. Bernie must really want to get back in the USA or someone hasn't read the fine print.
