The car in front would not be able to deploy the system in defence, but would be able to retaliate using the wing once it was following the rival car.

With Kinetic Energy Recovery Systems (KERS) returning in 2011 the minimum weight of the car will be increased to 640kg to accommodate the extra bulk.

Coming in with immediate effect is a tightening up of the in-lap rules during qualifying, as a direct result of Lewis Hamilton stopping on track after taking pole in qualifying for the Canadian Grand Prix. Drivers must now stay under a maximum time - decided before each race - on the way back to the pits, although the punishment has not been revealed.

There is no need for contrived nonsense like this. We just need common sense changes to the configuration of the cars. Repealing the 2009 rules would be a good start. The problem of having the front downforce disappear when following another car is not solved by making front-end grip more dependent on aero downforce.

I'm just wondering, but was there ever a time that OWR tires didn't put marbles all over the track? More marbles on the track won't help anything.

Simplify the aero (simple wings, ground effects generate most of the down force) and open up the mechanical.
