From what I can tell Hispanics shouldn't feel singled out. His troops pretty much are equal opportunity civil rights violators. Not that I want to make apologies for them but weren't the Unser bros victims to their stormtrooperisms?

Why bother to sue? If he violated the civil rights clauses of the federal grants the county received just get an injunction to cut off the federal money to the county and put the ball in their court. Maricopa County got $113 million last year so the prospect of losing that in the future should get their attention.

They have to prove violations before they can cut off funding. The Feds are stuck following the administrative law/procedure that the good sheriff is ignoring.
