It's out, and it looks like Chrome. It will analyze the add-ins that are installed and give you a bar graph showing how much time each one adds to the start up and gives you the option to turn them off.

Did I mention that it looks very similar to Google Chrome?

Still running XP on my boxes, so can't use. Best solution would be similar to Safari bookmark handling with IE 8 right click to desktop.
