Is the chat broke?

I have tried to get in there Thursday night, and again this morning. Zero people, and not even the dummy @guy is in there. What gives?

I've been having problems getting there using xchat, but until this morning, I hadn't had any trouble using the OffCamber chat link from the webpage here. That wasn't even working this morning.
