It seems that Ferrari and Red Bull have sent in letters of intention to leave FOTA. What happens now is anyone's guess...

Ferrari has confirmed it has resigned from the Formula One Teams' Association (FOTA) in the midst of a row over the Resource Restriction Agreement (RRA) and, according to a report on Autosport.com, Red Bull has left too.

although it is worth pointing out that the resource restriction agreement is a legally binding document with another five years to run.
And like most F1 contracts, it was signed in pencil.
So Ferrari isn't against saving money in some areas, they just want to spend more on other stuff? Sounds like DC.
