I read over at TF that the Dallara aero kit was only for show. Since the aero choices was "postponed" until next year, they have to run with them.

sorta makes sense. Stupid but sensible.
The basic design is for the monocoque and hooking suspension and engine to it. Plus some basic aero from the undertray, sidepods, etc.
Why overthink that too much until you factor in the rest of the aero design?
Sort of planning a potluck dinner. There is only so much planning that makes any sense.
But that is completely predictable too. Don't say you are going to have a pot luck dinner, then change your mind and expect a seven course meal.

The IRL was never intended to be a real racing series, just a tool to take control of the sport
