It is legal. That is how you win, you do whatever it takes as long as it isn't banned. Can you show me a rule that says a semi-soft nose cone is illegal? I didn't think so.
This looks a little bit dodgy.... I'd love to hear how this could possibly be legal.

They need to meet dimensional standards, crash standards, and deformation standards (done statically with a weight suspended from the wing, I believe) among other things. If they meet those criteria then they are legal. Maybe they are not within the spirit of the rules, but they meet the letter of the rules.

I'm not seeing how this is any different than what Ferrari was doing with their flex wings. They figured out how much flex was allowed by the testing and kept it within those limits.
It looks pretty cool.
Yeah, so did sucker engines, Lexan skirts, 6 wheels, FAT tires, flipper wings, bi-wings, tri-wings, HIGH wings...we should go back to the "good" old days!:p

Could they just change whatever rule is giving teams reason to put that huge bump just past the nose? The cars look like they are made out of Legos.

Already gone for next season, supposedly.
But writing in Italy's La Gazzetta dello Sport, journalist Andrea Cremonesi said that "according to the FIA, everything is in order".
"Word has arrived from Paris that the parts in question are not structural and are not subject to the rigid tests other parts of the car are," he explained.

That doesn't explain the the rocking in the front wing, though.
With that much movement, would the front wing bend back enough to stall?
