If this is for real it seems absurdly inept. Do CIA operatives normally carry around "Dear Friend, you can get rich betraying your country..." letters? The "spy kit" seems so ridiculous that I have to wonder whether they just picked a diplomat, tackled him and hung this stuff on him.
