I have a little Olympus digital recorder that I want to be able to move files to my PC. It can't possibly be as simple as finding a wire with the correct plug for the Headphone jack on the recorder and the correct plug for the Microphone input on the PC, can it? The are no other ports on the recorder, just a pin jack for a microphone or earphones.

The right wire plus the right software.
It isn't free but it works very well.

It absolutely *is* just getting the right cable (or if you're in the WickerBill house, the wrong cable plus 6 adapters) and pushing from headphone out to line in. I wouldn't suggest putting a headphone out signal into a microphone input unless that's your only option.
You can then record on the computer with just about anything, but Audacity is free, multi-platform, and not bad at all.
