There was a good discussion from Eddie Jordan in the text commentary on the BBC website from free practice this morning regarding the demise of the three small teams (HRT, Caterham, Marussia). Jordan contends that the problems arise from these teams having entered the sport under the impression that a cost cap was to be introduced. He also said that the new engine packages were the last nail in the coffin, because the went from $7.5 million a year last year to $22ish million a year now. If I remember back to when these teams entered the target was something like $30 million a year, so, if they stuck to that budget, the new engine costs essentially killed their budgets.

The BBC commentary also noted the crowd sourcing campaign from Caterham to raise 2.5 million pounds so they can participate in the last race of the year. That alone suggests that you need a budget pushing $75 million a year just to put a dog on the track. I don't think either Caterham or Marussia had any intention of making it the full season, each team had a goal of making it to Russia and then suspending operations so that wouldn't be fined by Bernie.
