This is some really obnoxious behavior coming from Huawei. It appears to be respecting robots.txt directives but it reports random end user user agents instead of identifying as a spider. It's coming from a wide range of addresses so there's no good way to block it.

Just keep in mind that your Social Credit Score may be adversely affected if you speak negatively about the Chinese Communist Party.
