I wouldn't be opposed to CART allowing the Reynards an update kit based on the Renske. That seems a lot better than some equivelancy formula based on weight or boost.
If we must give them a break (and I don't think allowing some aero updates is a bad thing) let the engineers make them faster, not the rulesmakers.
