Yeah I dunno. Toyota didn't do very well in their last F1 stint, and don't have an F1 chassis program. Haas has done the build-it-from-Ferrari-parts thing for their entire existence and I don't see Toyota capable or willing to do that.

I expect the top teams will mostly focus on 2025 until they know where they'll likely finish in the championship and the rest of the teams to make quick decisions on writing off 2025 for 2026. Like one or two teams will take advantage of the short term (the smallest budgets like Haas) to finish higher than expected while others with longer term vision (Aston) go in for 2026.
