Canada sent a 5 member delegation over the weekend to Budapest to meet with Bernie, to discuss the future of the F1 race at Montreal.

F1 money comes from television. The teams money comes from tobacco. There's a minimum amount of exposure that those companies will be satisfied with. Marlboro isn't paying Ferrari 50-60M/yr. to show off blank sidepods for one more race.
Jacques will be gone, Canadian interest will wane somewhat, tobacco advertising will still be banned, and the Canadian grand prix will be a memory. On the bright side, if they overturn the ban, it leaves the door open for Forsythe to at least sue someone.
Looking at it from a world standpoint, it's my guess that many more people were upset by the loss of Belgium than by Canada.
Either eventuality leaves Canadian leadership looking pretty dull.
