USGP - Flags at half staff?

I noticed that the flags were halfway up on top of the Pagoda during qualifying today. What was the reason?

Oops, just checked 7G, flags are at half mast because of the passing of Indiana Governor Ed O'Banon.

Gov. O'Bannon passed away on the 13th of September, Indiana protocol is to have the flags at half mast for 15 days.
