In 1989, before Tony fixed everything, 48 different drivers turned laps in an attempt to qualify for the Indy 500. Actually there were more car/driver combos than that as some drivers ride hopped. Included in that 48 were 6 different engines. Not only that, and don't read this unless you're sitting down cuz this is big, 2 of them (Cosworth & Judd) did not carry a manufacturer badge.
Someone refresh my memory, was trying to scrape up 33 starters a big story that year?

But how on Earth could this happen? How can engine companies make money this way? Certainly they didn't design engines that met the rules, then CHARGE MONEY for their work? Even so, how could they even be allowed on the track without a badge? Wow.

I dunno Rich. But Tony fixed that in any case so all is well in the world. We won't have those EVIL independent engine companies create engines on their own and run at Indy without a manufacturer paying the sanctioning body to put their names on the cam covers ever again.
