Stumbled onto a streaming video version of this commercial at Betelgeuse productions:
The website works on Flash, so I just can't link it. Here's how to get to it:
goto www.betelgeuse.com
Click on Programming
This will open a video window to the right of the page. Under this video window , there is a stop and play button, and beside the play button, is 6 rectangles that link to videos. The 4th one from the left is the Champcar commercial.
