During the IRL race, Jack Arute mentioned that Honda and Toyota give better engines to the teams with better performance records, which is one of the reasons Rahal-Letterman seems to be getting stronger and Kelley stinks so bad. Page and Goodyear tried to talk around it, but I'm sure TG will be discussing this with their broadcast partner after the race.
But I thought the IRL was started to give all teams an equal chance at victory. Actually, I don't have a problem with this at all. The engine manufacturers are running the IRL regardless of how their plans fit in with the League's vision and will eventually run the series right into the ground.
