Changes are identified by a line in the margin. I haven't read through the whole thing, but an early change that I found interesting is one that requires all drivers to be in the race market by noon on the day before on-track activity begins for media appearances. It also looks like those receiving ESP support will have to do additional appearances as well.
This is an interesting one (that isn't a change):
6.25. BOX SCORE TERMINOLOGY.
The reason out given in the "Status" column of the Box Score Report for any entry will limited to one or more the following terms:
Contact Handling
DNQ (did not qualify) Mechanical
DNS (did not start) Off Course
Electrical
This list may be reviewed from time to time to determine if terms should be added or deleted.
Notice that a car can't be out of the race due to "engine failure."
Here's the definitions for the "chassis freeze":
9.1.9 Race Car Aerodynamic Development Freeze: For the entire 2003
Champ Car competition season, the aerodynamic shape of the following components must remain unchanged from the configurations declared at either the June 16, 2002 Portland race event for road course parts or the June 30, 2002 Chicago race event for oval course parts.
• Underbody
• Main Side Pods
• Rear Wing Assembly
• Engine Covers
• Oval and Road Course Nose
• Oval Front Wing Assembly
Part numbers and drawings of these components have been provided by the manufacturers/suppliers or entrants to the Sr. Manager of Technology. A list of the part numbers of the parts covered by the aerodynamic freeze will be provided by the Sr. Manager of Technology upon request.
Small aerodynamic components such as vortex generators, flugels, rear tire kickers, body gurneys, radiator duct entrance and exit flow control panels, or road course front wing assembly are not controlled by the freeze.
The major components controlled by the freeze must be manufactured by the original equipment manufacturer unless the components have been designed and developed by the entrant. Any manufacturer/supplier must show good cause to necessitate a change in components from those presented at Portland 2002 or Chicago 2002. The Director of Technology will review all requests for modifications and if he deems it appropriate, present the findings to the Franchise Owners Board for consideration. Special consideration will be given to new or uncompetitive manufacturers.
