Hard to tell from the article, but it sounds like they knowingly altered parts of the shocks to make them illegal.

5 points & a fine is a slap on the wrist for cheating like this. DQ sounds more appropriate.

I don't think so. I checked the online rule book, and it doesn't mention much at all about shocks.
