I finally figured out who the actress who portrays the French woman is, she played Ambassador Delenn on the science fiction saga Babylon 5.

Well yea... she looked too familar and it went right over my head in the first episode she was in.

I recognized her voice the first time she was on. She looks a lot different but the voice is the same.
